Virginia VINE, short for Victim Information and Notification Everyday, is a free custody search and notification service. The Virginia VINE FAQ says it covers all Virginia local and regional jails. That includes Riverside Regional Jail because RRJA serves Charles City. Anyone may search without registering. Notification channels include telephone, text, email, and TTY.

Coverage is tied to the reporting custody system. RRJ information concerns local or regional jail custody. VINE can report events such as release, transfer, escape, or death. It is not a permanent archive of everyone who has left RRJ. A person who moves into VADOC state custody enters a different notification process, and a federal prisoner is outside Virginia VINE. Read the facility and event together before drawing a conclusion.

Search Charles City VINELink Records

Start from the Virginia VINELink search and confirm that Virginia is selected. Use the full or partial first and last name, or the offender ID when that choice appears. A broad name search can return several people. Narrow by facility and compare all displayed identity details before opening a record.

Choose Riverside Regional Jail when the known custody comes from a Charles City local case. Charles City has no standalone county jail roster. RRJ is in North Prince George and serves the county through a regional authority. The county name may be tied to the case while the jail name identifies the custodian. If the person was transferred, search the receiving system rather than forcing an RRJ result to answer a later question.

1. Open Virginia VINELink and choose “Search for an Offender.”
2. Enter the full or partial name, or use the available offender ID option.
3. Limit attention to RRJ or the other facility known from an official record.
4. Compare identifiers and open only the record that matches the correct person.

Charles City VINE Transfer Break

Virginia has an important notification boundary. Open Virginia VINE covers local and regional jails, while VADOC uses its separate NAAVI victim-notification process after state custody begins. The VINE FAQ explains that when a person is sentenced to at least 12 months and VADOC assumes custody and calculates release, the VADOC process applies and is described as limited to victims.

A local VINE registration does not automatically follow a Charles City person from RRJ into VADOC. If an alert says transfer, first identify the receiving agency. Charles City Release Fallback Channels

A missed alert or vanished VINE record does not end the search. The next source depends on what must be proved. RRJA holds the local booking and custody record. Charles City courts hold orders and dispositions. VADOC holds the state custody and community-supervision record. Federal and immigration tools apply only when another official fact points to those systems. Each channel has a boundary.

For an RRJ event, contact the facility at (804) 524-6600 and ask which office accepts a request for an already-completed custody or release record. RRJ’s FAQ says advance release dates are not supplied to the general public, so the phone channel should not be presented as a future pickup-time service. A focused written request can seek release date and time, disposition, and transfer destination “if maintained.” The response is stronger than a failed current-record search.

Search both Charles City court levels when needed. A felony may begin in General District Court and continue in Circuit Court. A disposition can explain dismissal, bond, sentence, or revocation, but it cannot rule out another hold. When the records disagree, list the VINE event time, court order date, transfer date, and completed release date separately rather than choosing one as the universal answer.

Charles City VINELink Search Limits

VINELink does not cover federal Bureau of Prisons custody. Use the BOP Locator only when a federal sentence or register number is relevant. BOP’s released or not-in-BOP-custody result addresses BOP alone and may coexist with supervision or another custody. ICE ODLS is also a separate tool with a short post-release window. Neither belongs in a routine search for an ordinary Charles City local case.

Data can lag. Identity variants and current-event design can also produce a no-hit. Record the date of the search and write only that the person was not returned at that time.
